The Securities and Exchange Board of India (SEBI), through Circular No. SEBI/HO/DDHS/ DDHS-PoD /P/ CIR/2025/0000000137 dated 15.10.2025 has issued a master circular for effective regulation of issue and listing of Non-convertible Securities, Securitized Debt Instruments, Security Receipts, Municipal Debt Securities and Commercial Paper. SEBI has issued multiple circulars covering procedural and operational aspects thereof.

Minimum information to be provided to the Audit Committee and Shareholders for approval of Related Party Transactions
The Securities and Exchange Board of India (SEBI), through Circular No. SEBI/HO/CFD/CFD-PoD-2/P/CIR/2025/135 dated 13.10.2025 required listed entities to follow “Minimum information to be provided to the Audit Committee and Shareholders for approval of Related Party Transactions” (“RPT Industry Standards”), formulated by Industry Standards Forum (“ISF”). ISF has submitted a representation to the SEBI, requesting relaxation from the applicability of the RPT Industry Standards.

Partial amendment in Import Policy Condition of Synthetic Knitted Fabrics Covered under Chapter 60 of the ITC (HS), 2022 - reg.
The Directorate General of Foreign Trade through Notification No. 46/2025-26 dated 21.10.2025 notified regarding Partial amendment in Import Policy Condition of Synthetic Knitted Fabrics. It has been decided by the Central Government to revise import policy of ITC (HS) Code 60053600 as Import is 'Free' if CIF value is 3.5 US Dollar and above per Kilogram. However, import of fabrics falling within the 28 to 48 grams per square meter (GSM) range is exempted from the above Minimum Import Price (MIP) condition.

Extension of filing Annual RoDTEP Returns-reg.
The Directorate General of Foreign Trade through Public Notice No. 2412025-2026, dated 03.10.2025 has amended the last date of filing Annual RoDTEp Returns for Financial Year 2023-24. The said date of filing is extended till 30.11.2025 with composition fee of Rs 10,000.

The Information Technology (Intermediary Guidelines and Digital Media Ethics Code)
The Government of India remains dedicated to fostering an Open, Safe, Trusted, and Accountable Internet for citizens who use Internet-based services. Acknowledging the growing risks associated with the misuse of synthetically generated content—such as deepfakes, misinformation, and other unlawful material that can mislead users, cause harm, infringe on privacy, or endanger national integrity—the Ministry of Electronics and Information Technology (MeitY) has proposed amendments to the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 (“IT Rules, 2021”), issued under the authority of the Information Technology Act, 2000 (“IT Act”).
